The export of certain goods is subject to strict controls<\/strong>especially if they can be used for both civilian and military purposes<\/strong>. Such goods are referred to as Dual-use goods<\/strong> and are subject to special Authorization requirements<\/strong>.<\/p>\n

1 What are dual-use goods?<\/strong><\/h2>\n

Dual-use goods<\/strong> are products, technologies or software that are both civil as well as military<\/strong> can be used.<\/p>\n

Examples of dual-use goods:<\/strong>
High-quality electronics (e.g. semiconductors, laser technology)
Chemicals and special materials
Drone technology and navigation systems
Encryption software and IT security systems
Machines for the aerospace industry<\/p>\n

\u27a1 If a product is classified as dual-use goods, an export license may be required!<\/strong><\/p>\n

2 When is a permit required?<\/strong><\/h2>\n

One Export license<\/strong> is necessary if:
The goods on the EU dual-use list (Regulation (EU) 2021\/821)<\/strong> stands.
The goods are exported to a country that is subject to Sanctions or embargoes<\/strong> stands.
There are indications that the goods for military or illegal purposes<\/strong> could be used.
The export outside the EU<\/strong> (there are simplifications within the EU).<\/p>\n

3. which countries are subject to special export controls?<\/strong><\/h2>\n

High-risk countries with strict export controls:<\/strong><\/p>\n

  • Russia, Iran, North Korea, Syria<\/strong> (extensive sanctions)<\/li>\n
  • China<\/strong> (certain dual-use goods under strict control)<\/li>\n
  • Countries with terrorism or embargo risks<\/strong><\/li>\n<\/ul>\n

    Tip:<\/strong> Before exporting, it should be checked whether a Embargo or trade restrictions<\/strong> exist.<\/p>\n

    4 How do I apply for an export license?<\/strong><\/h2>\n

    Step-by-step instructions for approval via BAFA (Federal Office of Economics and Export Control):<\/strong><\/p>\n

    Check whether the product is on the dual-use list<\/strong><\/p>\n

    • Access via the BAFA or the EU regulation<\/li>\n<\/ul>\n

      Submit an online application via the BAFA's ELAN-K2 portal<\/strong><\/p>\n

      • Specify company data, goods code (HS code) and intended use<\/li>\n<\/ul>\n
